Process ground to peripheral cmnds

TITLE

Process Cam/FP Ground Messages

PURPOSE

To send the camera or FP messages directly from the ground.

DESCRIPTION

This observation program is scheduled when a command comes from the ground with the destination address of one of the five peripherals. The messages are sent to the peripheral exactly as it was received from the ground. The time that the command is to be executed can be immediate (next in the queue) or in the future.
