TITLE		Process Loading of Peripherals

PURPOSE 	To load the peripherals with software

DESCRIPTION 	This observation program is scheduled when a peripheral is to be
		booted.  This is scheduled only in response to the OBE
		coordinated booting.  The OBE has all of the peripherals load 
		data in a buffer.  The set-up upload, and upload messages, have
		already been set up.  This process just sends the message to 
		the indicated peripheral, and keeps a status of what transpires.

		Note, however, that the operator schedules this LP from the 
		load peripheral command, not by explicitly scheduling this LP.
