Perform FP Check and Correct

TITLE		Fabry-Perot Check and Correct

DESCRIPTION	This Observation Program is used to kick off the C&C
		algorithm on the FP. Since the FP is a smart processor,
		no additional information is necessary.  The LP will
		wait until the FP completes the algorithm.  Message
		16 in the FP message table will be modified with the 
		current values.
