Schedule Mechanism Command

TITLE 		Process Mechanism Ground Messages

PURPOSE 	To process a mechanism command message sent from the ground.

DESCRIPTION 	This program is scheduled when a mechanism message comes from 
		the ground to the OBE.  It is used to schedule a mechanism 
		motion to be done in the future in connection with an image 
		sequence perhaps, rather than in immediate mode to the 
		mechanism controller directly.
