TITLE		Open/Close M1 Lid or Move DAC Positions

PURPOSE		Command the C1 M1 tilt mechanism

DESCRIPTION	This observation program is scheduled to either move the M1 
		DACS to a commanded position or to open or close the M1 lid.  
		If both are commanded, then the lid command will be done last 
		because more current is required for lid operation and several 
		seconds are required before doing another M1 command.
